Dash is popping up because she thought she was called.

To understand what's happening it's required to watch Friendship is magic; Boast busters.
Within the episode, the background pony Carrot Top appears with her orange hair, later on appears green haired and is insulted by Rarity who said 'Green is such an awful awful colour'. After this she return to orange. I didn't think it would be any good for a clothing-artist to dislike a colour just out of personal taste. It matters what the match is if colours work. So I made her positive about the colour 'green'. However, if Rarity dislikes a colour it's usually green.
I was surprised it took so long for people to notice Carrot Top's hair changing within the episode.
If you want to imagine this in voice, I'd prefer going with Carrot Top's voice in 'Swarm of the Century'. It sounds very cute.

This took forever. Be amazed the background skills of the great and powerfull PepperSupreme!! (Lol, I got lazy there)

I don't know what makes me smile more...the fact that this comic is so cute and happy, or the fact that it was submitted in spring 2011, during the middle of the "golden age" of bronydom.
